Pre-Announcement of International Consultation on Central Area Planning and Core Zone Urban Design for Pingshan, Shenzhen

《深圳市坪山中心片区规划及核心区城市设计国际咨询》即将启动，现面向国内外优秀的设计机构开放预报名意向登记。本次国际咨询旨在汇聚全球智慧与先进理念，征集兼具创意和可行性的设计方案，充分挖掘坪山中心片区的战略资源价值，提升片区综合吸引力，增强区域辐射力。

The International Consultation on Central Area Planning and Core Zone Urban Design for Pingshan, Shenzhen is about to be launched and is open for preliminary registration from renowned design institutions both domestically and internationally. The purpose of this international consultation is to gather global insight and leading ideas, and to solicit design proposals that are both imaginative and viable. It aims to thoroughly examine the strategic resource value of Pingshan’s Central Area, enhance the overall attractiveness of the region, and exert a positive regional influence.

坪山区作为深圳最年轻的行政区之一，是粤港澳大湾区向东辐射的重要门户和广深港澳科技创新走廊的重要节点，拥有深厚的客家文化底蕴。近年来坪山区产业经济高速发展，2022年GDP增速达到14%，位居广东省各县（区）第一，2023年上半年GDP增速预计22%左右。已形成新能源及智能网联汽车、生物医药、新一代信息技术等为代表的三大主导产业，汇聚了世界500强比亚迪全球总部和全球研发中心，以及荣耀、中芯国际、赛诺菲巴斯德等知名龙头企业。

As one of the youngest administrative districts in Shenzhen, Pingshan serves as an important gateway for the Guangdong-Hong Kong-Macao Greater Bay Area to expand eastward, as well as a key node in the Guangdong-Hong Kong-Macao Science and Technology Innovation Corridor, showcasing a vibrant Hakka cultural heritage. In recent years, the industrial economy in Pingshan has experienced rapid development. In 2022, the GDP growth rate reached 14%, ranking first among all counties and districts in Guangdong Province. And in the first half of 2023, the GDP growth rate is expected to be around 22%. Three major leading industries have been formed, represented by new energy and intelligent connected vehicles, biomedicine, and new generation information technology, attracting renowned leading enterprises, such as BYD Global Headquarters and R&D Center which are listed on Fortune Global 500, and other giants including Honor, Semiconductor Manufacturing International Corporation, and Sanofipasteur.

坪山中心片区拥有诸多特征，包括坪山大道、坪山河两个主要发展轴，深圳东部唯一的综合交通主枢纽-坪山高铁站，湾区首座大型综合性自然博物馆以及松子坑山廊、都市田园带、燕子岭公园群等生态景观要素，拟规划建设深圳东部世界级商圈，整体空间呈现独特的“产、城、绿”三生交织本底特征。

Pingshan’s Central Area has many distinctive features, including Pingshan Avenue and Pingshan River as the two main development axes. It is home to the only comprehensive transportation hub in eastern Shenzhen-Pingshan High-speed Railway Station and the first large-scale comprehensive natural museum in the Bay Area. There are also ecological landscape elements, such as Songzikeng Mountain Corridor, Urban Countryside Belt, and Yanziling Parks. It is planned to build a world-class business district in the east of Shenzhen, presenting a unique combination of “Industry, Urbanization, and Eco-environment”.

为进一步提升坪山中心片区发展能级，打造辐射带动深莞惠“3+2”地区的区域性城市中心，开展深圳市坪山中心片区规划及核心区城市设计国际咨询，以国际化的视野、前瞻性的思维、创造性的设计，指导片区高水平规划、高标准建设、高质量管理。

To further advance the development of Pingshan’s Central Area, and create a regional urban center that radiates and propels the “3+2” region encompassing Shenzhen, Dongguan, and Huizhou, the planning of Central Area in Pingshan, Shenzhen and the international consultation on the core zone urban design is underway. With an international perspective, forward-thinking mindset, and innovative design, this initiative aims to guide the area’s high-level planning, high-standard construction, and high-quality management of the area.

本次国际咨询范围包含三个层面：即研究范围、规划及总体城市设计范围、核心区详细城市设计范围。

The scope of this international consultation includes three levels: research, planning and overall urban design, and detailed core zone urban design.

研究范围：包括坪山区全域，并统筹考虑龙岗区宝龙街道、大鹏新区、盐田区以及惠州市大亚湾经济技术开发区、惠州市惠阳区等周边地区。

Scope of research: The research will cover the entire Pingshan District with joint consideration of the surrounding areas, including Baolong sub-district of Longgang District, Dapeng New District, Yantian District, Huizhou Daya Bay Economic and Technological Development Zone, and Huiyang District of Huizhou City.

规划及总体城市设计范围：面积约为46.4平方公里，东至兰景路，南至南坪快速，西至锦龙大道，北至松子坑水库。

Scope of planning and overall urban design: The project covers a total area of approximately 46.4 square kilometers, extending east to Lanjing Road, south to Nanping Expressway, west to Jinlong Avenue, and north to Songzikeng Reservoir.

核心区详细城市设计范围：核心区面积约为6平方公里，东至综合保税区西侧围网，西至深汕路、东纵路，南至金牛路、坪山大道，北至丹梓西路。其中重点对4.3平方公里开展详细城市设计，包括核心区西片区约1.6平方公里，核心区东片区约2.7平方公里。

Scope of detailed core zone urban design: The core zone covers an area of approximately 6 square kilometers, extending east to the west side of the Comprehensive Bonded Zone, west to Shenshan Road and Dongzong Road, south to Jinniu Road and Pingshan Avenue, and north to Danzi West Road. The specific urban design will be focused on an area of 4.3 square kilometers, including approximately 1.6 square kilometers in the western section of the core zone and approximately 2.7 square kilometers in the eastern section of the core zone.

按照“一个尊重五个统筹”的城市发展要求，聚焦打造“创新坪山、未来之城”的战略目标，充分借鉴国内外先进地区的规划建设经验，科学开展本次国际咨询，推动坪山中心片区建立面向未来、秩序清晰、弹性适应的整体空间框架，谋划兼具未来与现实可行性的空间发展蓝图，制定具有可操作性的系统性解决方案。

Following the urban planning concept of “One Respect and Five Overall Plans”, and focusing on the strategic goal of building “Innovative Pingshan, City of Future”, and the planning and construction experience of advanced regions at home and abroad will be fully utilized to scientifically conduct this international consultation and promote the establishment of a future-oriented, well-organized, and adaptable overall spatial framework for Pingshan’s Central Area, thus creating a spatial development blueprint that combines future prospects with practical feasibility and formulating a systematic solution that is feasible.

本次国际咨询内容包括46.4平方公里规划及总体城市设计；6平方公里核心区详细城市设计。详细咨询内容将于正式公告中发布。

The international consultation will cover 46.4 square kilometers of planning and overall urban design, as well as 6 square kilometers of core zone detailed urban design. The detailed consultation content will be released in the formal announcement.

4.1.本次国际咨询采用全球公开报名的方式，不设资质要求。

4.1. This international consultation adopts the method of global public registration without qualification requirements.

4.2.熟悉中国国情并具有以下类似设计经验的团队将优先考虑：

4.2. The participating team familiar with China’s national conditions and has the following similar design experience will be given priority :

a)具有与深圳东部中心片区定位和发展目标相类似的城市中心片区的城市设计项目经验；

a) Having experience in urban design projects in urban central areas similar to the positioning and development goals of Shenzhen East Central Area;

b)具有复杂的城市大型枢纽地区和世界级商圈的城市设计项目经验；

b) Having experience in urban design projects in complex large urban hub areas and world-class business districts;

c)具有典型的生态、生产、生活“三生融合”发展的城市片区的规划设计项目经验；

c) Having experience in urban planning and design projects with integration of ecology, production, and life;

d)具有重点片区详细城市设计全过程的落地实施项目经验。

d) Having experience in implementing detailed urban design projects throughout the whole process in key areas.

4.3.鼓励参赛团队由城市规划与设计、建筑设计、景观风貌、市政交通、历史人文、生态环境等多专业人员构成。

4.3. Encourage the participating team to be composed of professionals in urban planning and design, architectural design, landscape design, municipal transportation, history and humanities, ecological environment and other fields.

4.4.允许联合体参赛，联合体成员数量不超过三家。

4.4. The consortium is allowed to participate in this international consultation and the number of members of the consortium shall not exceed three.

4.5.以联合体参赛的，联合体各成员不得再单独或以其他名义与其他参赛单位组成联合体参与报名，联合体各成员需签署具有法律效力的《联合体协议》，并明确牵头单位、各方工作分工等。

4.5. If a consortium participates in this international consultation, no member of the consortium shall be allowed to sign up twice either independently or by joining another consortium. All members of the consortium shall sign a legally-binding Consortium Agreement, and the leading member and work division among parties shall be specified.

4.6.参与本次国际咨询的规划设计人员须为其所属单位的在册人员，首席城市规划师须由主持过多个同类项目的负责人担任，且必须直接参与本次国际咨询的全过程。为确保准确理解本次国际咨询背景和相关要求，团队中应至少有一名通晓汉语的人士。

4.6. Persons participating in this international consultation must be the ones enrolled in their organizations. The chief urban planner must be assumed by the person(s) who has/have presided over the same type of project, and must participate in the whole process of design. In order to ensure that the team members have an accurate understanding of the relevant background and requirements, there should be at least one person in the team who is proficient in Chinese.

4.7.不接受个人或个人组合的报名。

4.7. Individuals and individual combinations are not accepted in registration.

本次国际咨询分为“报名及资格预审”、“方案设计”和“成果评审”三个工作阶段。

The international consultation is divided into three working stages: “registration and pre-qualification“, “scheme design” and “outcome review“.

5.1.报名及资格预审阶段：由主、承办方组建资格预审委员会，综合考虑公司资信、公司相关业绩、团队实力，评选出6家入围单位（无排序），及2家备选单位（有排序）进入方案设计阶段。

5.1. Registration and pre-qualification stage: A Pre-qualification Review Jury shall be established by the sponsor and the undertaker to comprehensively consider the corporate creditability, corporate performance, team competence, and select 6 shortlisted teams (without ranking) and 2 alternative teams (with ranking) to enter the scheme design stage.

5.2.方案设计阶段：入围的6家设计单位按照国际咨询任务书要求完成方案设计，并将完整成果提交给主、承办方。

5.2. Scheme design stage: The 6 shortlisted teams complete the scheme design in accordance with the requirements of the International Consultation Design Brief and submit the complete achievements to the sponsor and the undertaker.

5.3.成果评审阶段：组建成果评审委员会，在6家入围单位中选出前三家单位（无排序）推荐给主、承办方。主、承办方在充分尊重专家评审意见的基础上，研究确定前三家单位的排名。分别授予6家入围单位相应额度奖金。

5.3. Outcome review stage: An Outcome Review Jury shall be established to select the top 3 (without ranking) of the 6 shortlisted teams and recommend them to the sponsor and the undertaker. On the basis of fully respecting the expert review opinions, the sponsor and the undertaker shall determine the ranking of the top 3 winners. And grant awards of corresponding amounts to 6 shortlisted teams.
