Project Background

项目背景

教育是国之大计,党之大计。党的二十大报告把“实施科教兴国战略,强化现代化建设人才支撑”摆在更加重要的位置,凸显了新时代教育的基础性、先导性、全局性地位和作用。宝安区委区政府始终坚持教育优先发展“第一战略”,全力以赴办人民满意的教育,为实现“幼有善育、学有优教”和助力城市发展提供强有力的支撑,进一步增强市民群众对优质均衡教育的获得感、幸福感,进一步扩大宝安教育的影响力与示范性。

Education concerns the interests of the State and the
Party. The report of the 20th National Congress of the Communist Party of China
puts “implementing the strategy of rejuvenating the country through
science and education and strengthening the support of talents for
modernization” in a more important position, highlighting the basic,
leading, and overall status and role of education in the new era. The Bao’an
District Party Committee and Government always adhere to the “first
strategy” of giving priority to the development of education, and spare no
effort to provide education that satisfies the people, providing strong support
for the realization of “good nursing for kids, good education for
students” and assistance for urban development, further strengthening
citizens’ sense of gain and happiness for high-quality and balanced education,
and further improving the influence and demonstration of Bao’an Education.
松岗街道松岗商业中心城市更新九年一贯制学校新建工程项目位于广东省深圳市宝安区松岗街道,松园路与松河北路交汇处。项目所在的松岗片区将成为深圳西部中心的重要组成部分。根据相关规划,未来西部中心将成为宜业宜居,公共服务体系完善,公共空间蓝绿交织、历史文化底蕴彰显,具有广府特色的综合性中心城区。宝安区政府一直以“让教育成为宝安的核心竞争力”为目标,落实教育发展规划为方向,以“安全、稳定、发展、提高”为统领,全力推进松岗片区的教育设施建设。
The new construction of 9-year school in Songgang Commercial Center urban renewal unit of Songgang Subdistrict is located in Songgang Subdistrict, Bao’an District, Shenzhen City, Guangdong Province, at the intersection of Songyuan Road and Songhe North Road. The Songgang Area where the project is located will become an important area of the western center of Shenzhen. According to relevant plans, the western center will become a comprehensive city center with Cantonese characteristics suitable for business and living, with perfect public service system, intertwined blue and green public spaces, and prominent historical and cultural heritage in the future. With the goal of “making education become the core competitiveness of Bao’an District”, Bao’an District Government implements the education development plan as the direction, and taking “safety, stability, development, and improvement” as the guidance to fully promote the construction of educational facilities in Songgang Area.
本项目希望通过公开公平的设计招标,优中选优,选出既能落实宝安区教育发展理念、又能与周边城市环境融合共生,且面向未来的学校设计方案。未来项目建成投入使用后,将有利于进一步完善宝安区基础教育设施,缓解本地区学位压力,为人才培养和社会发展奠定基础。
The project hopes to select the best among the excellent school design schemes through open and fair design bidding, which can not only implement the educational development concept of Bao’an District, but also integrate and coexist with the surrounding urban environment and face the future. After the project is completed and put into use in the future, it will help to further improve the basic education facilities in Bao’an District, alleviate the pressure on school admission quotas in the district, and lay a foundation for talent cultivation and social development.

Project Overview

项目概况

项目位于广东省深圳市宝安区松岗街道。松岗街道为宝安区下辖十个街道之一,是粤港澳地区的核心地带。西靠珠江口,北邻东莞市,东北部与光明区相接。

The project is located in Songgang Subdistrict, Bao’an District, Shenzhen City, Guangdong Province. Songgang Subdistrict is one of the 10 Subdistricts under the jurisdiction of Bao’an District, and it is the core area of Guangdong-Hong Kong-Macao Greater Bay Area. It is adjacent to the Pearl River Estuary in the west, Dongguan City in the north, and Guangming District in the northeast.

松岗街道松岗商业中心城市更新九年一贯制学校用地位于松岗街道核心区域,处于松园路(现状)与松河北路交汇处,属于松岗商业中心城市更新单元的一部分。场地北、东二侧为待拆迁城中村及商业建筑等,属城市更新区未拆迁建筑,西侧临居住区(景湖家园),南倚松岗河。

The 9-year school in Songgang Commercial Center urban renewal unit of Songgang Subdistrict is located in the core area of Songgang Subdistrict, at the intersection of Songyuan Road (current) and Songhe North Road, and is part of the Songgang Commercial Center urban renewal unit. The northern and eastern sides of the site are urban villages and commercial buildings to be demolished, which are undemolished buildings in the urban renewal area. The western side is adjacent to the residential area (Jinghu Jiayuan), and the southern side is adjacent to the Songgang River.

松岗街道松岗商业中心城市更新九年一贯制学校新建工程项目拟用地总面积24439.88平方米,新建建筑面积约63000平方米,拟办学规模54班2520个学位。建设内容主要包括:①必配校舍用房(含教学及教学辅助用房、办公用房、生活服务用房);②选配校舍用房(含微格教室、风雨连廊、架空层、地下停车库及设备用房等);③教师宿舍;④同步建设室外配套设施工程;⑤室外固定避难场所、室内避难场所等。

The New construction of 9-year school in Songgang Commercial Center urban renewal unit of Songgang Subdistrict has a proposed total land area of 24,439.88 square meters and a total construction area of 63,000 square meters,with a school scale of 54classes and 2520 students. The main construction scope includes: ①Mandatory School Buildings (including Teaching and auxiliary rooms buildings, office rooms, living service rooms); ②Optional School Buildings (including micro classroom, corridor with roof, open floor, underground garage and equipment spaces etc.) ③Teaching staff dormitory; ④ Synchronized Construction Works for Out-door Ancillary Facilities. ⑤ Outdoor emergency congregate shelter and indoor emergency congregate shelter, etc.

Tender Content

招标内容

本工程招标范围包含但不限于:方案设计、初步设计与概算编制、绿色建筑设计咨询、装配式建筑设计、海绵城市设计、建筑废弃物再生材料利用、水土保持方案设计、协助编制可研估算、建筑信息模型(BIM)设计、施工图设计、竣工图编制、信息收集、协助审批及报建、现场施工配合等阶段的相关设计服务。并须承担未获得业主及政府主管部门审查批准而出现的反复修改的工作责任,以及发包人交办的其他相关配合事项等。

The scope of tender for this Project include but not limited to : scheme design, initial design and budget estimation preparation, green building design consultation, prefabricated building design, sponge city design, utilization of construction wastes and recycled materials, water and soil conservation scheme design, assisting in estimation for preparing feasibility study, design for building information modeling (BIM), construction drawing design, as-built drawing preparation, information collection, construction application and approval assistance, and relevant design services such as on-site construction cooperation. Must take the responsibilities for repeated modification works raised due to failed in acquiring the approval from the owner or government authorities, and other relevant works instructed by the employer.

Tender Process

招标程序

本项目采用公开招标(资格预审)方式,分为三个阶段:第一阶段为资格预审阶段、第二阶段为方案投标阶段、第三阶段为定标阶段;其中,第一阶段资格预审阶段的概念提案和第二阶段的方案投标阶段均为暗标。

The project adopts open tendering (prequalified tendering), including Stage 1 Prequalification, Stage 2 Design Competition and Stage 3 Final Evaluation. The conceptual proposal in the first stage of prequalification and the bidding scheme designing the second stage of scheme bidding shall be in the form of sealed bid.

Application Requirements

报名要求

1、必须是独立法人机构或合伙制企业或其他组织机构。
2、必须具备国家住房和城乡建设部颁发的建筑行业(建筑工程专业)设计甲级或以上资质。
3、项目负责人资格:具备一级注册建筑师执业资格。联合体投标的,项目负责人必须由牵头单位人员担任。
4、本项目接受联合体投标,以联合体投标的需符合以下要求:
①如联合体投标,牵头单位需具备建筑行业(建筑工程专业)设计甲级或以上资质。
②联合体成员不得超过2 名(含牵头单位)。
③联合体成员不得再单独或以其他名义与其他设计单位组成其他联合体参与报名。
④联合体合作方需签署具法律效力的《联合体协议》,并明确牵头单位,各个设计阶段中双方的分工划分方式和设计费用的分摊比例、分配方式等。
5、本项目不接受个人或个人组合的报名。

1. The bidder applicant must be an independent legal person or partnership or other organization

2. Applicants must be class-A qualification/certificate in Chinese architecture design and construction industry (Construction Engineering).

3. Project leader is required to be Grade One registered architect in China. For consortium, project leader must be staff from the leading member.

4. This project accepts consortium bidding, and the bidding partners in the consortium must meet the following requirements:

① If bidding by a consortium, the leading member must be class-A qualification/certificate or above in architecture design and construction industry (Construction Engineering).

② One consortium shall include no more than 2 members (including the leading member).

③ Members of the consortium may not register individually or as part of another consortium.

④ The consortium partners must sign a Consortium Agreement and clarify the head unit, division of labor between the two parties in each design stage, and design cost allocation ratio, distribution method, and other aspects.

5. Individual or teams of individuals will not be accepted.

Design Fee & Compensation

设计费&落标补偿费

1. 本次招标设计费:固定总价约1187.4万元(暂定价)
The fixed lump sum shall be CNY 11.874 million
(tentative price for design cost).
2. 本项目设置落标补偿。落标补偿标准为:中标人将被授予合同,不作补偿;进入定标环节但未中标的第2、第3 名每家投标人22 万元;确定为正式投标人但未进入定标环节的第4、第5、第6、第7 名每家投标人10 万元;其余投标人不作补偿。落标补偿费用共计84 万元(含支付税额),由招标人支付给未中标人。
The project offers compensation. The compensation standard is set as follows: No compensation for bid winner who will be issued with contract; CNY 220,000 for the bidders ranked No. 2 and 3 who entered the final evaluation stage but not the bid winner; CNY 100,000 for the bidders ranked No. 4, 5, 6 and 7 who confirmed as the formal bidders but failed to the final evaluation stage; and no compensation for the rests. The total compensation of CNY 840,000 (tax inclusive) shall be paid to unsuccessful bidders by the tenderee.
