Tender for Architectural Design of Shenzhen NO.32 Senior High School is now open for pre-registration. Design teams are welcomed to participate in this design bidding!

The project is located in the key urban renewal unit of Xinqiao East Area, Xinqiao Subdistrict, Bao’an District, between Shangnan Avenue and Changliupi Road, adjacent to Hengchangrong High-tech Industrial Park on the west side, and Changliupi Reservoir and Wangtian Mountains on the east side. The surrounding ecological environment is excellent and the transportation is convenient. It is about 600 meters away from the Xinqiao Station of the planned Metro Line 18 (tentative).

项目所在的新桥东片区属深圳高新区宝安园重要组成部分，是宝安区“422133”行动方案里的重点产业片区之一。未来片区将成为宝安创新驱动核和宝安创新名片，引领宝安先进制造业发展，助力宝安成为世界级先进制造业高地。因此第三十二高将是支持片区发展，吸引全市优质企业与优异人才的重要教育配套设施之一。

The Xinqiao East area where the project is located is an important part of Bao’an Park of Shenzhen High-tech Zone, and is one of the key industrial areas in the “422133” action plan of Bao’an District. In the future, the area will become Bao’an’s innovation driving core and Bao’an innovation business card, leading the development of Bao’an’s advanced manufacturing industry and helping Bao’an to become a world-class advanced manufacturing highland. Therefore, the No.32 Senior High School will be one of the important educational supporting facilities to support the development of the area and attract high-quality enterprises and talents in the city.

项目用地面积42057.11平方米，总建设规模约90000平方米，共48个班，提供2400个学位。项目总投资匡算72000万元。（最终以概算批复的数据为准）。项目方案设计应考虑片区既有的特质、融合周边山水环境，打造具有能与片区互动，独具前瞻性的教学模式，并与城市环境和谐相融的校园。

The project covers an area of 42,057.11 square meters, with a total construction scale of about 90,000 square meters. There are 48 classes and 2,400 posistions. The total investment of the project is estimated at 720 million RMB. (Finally, the data approved by the budget estimate shall prevail). The project design should consider the existing characteristics of the area, integrate the surrounding landscape environment, and create a unique and forward-looking teaching model that can interact with the area and harmoniously integrate with the urban environment.

本项目建设工期约2年，需在2024年5月30日基本建成。

The construction period of this project is about 2 years, and it needs to be basically completed on May 30, 2024.

本项目招标工作包括项目可研报告编制、方案设计及优化、建筑专业初步设计、施工配合及服务、协助报建等。

The bidding work of this project includes the preparation of the project feasibility study report, the design and optimization of the scheme, the preliminary design of the architectural profession, the construction cooperation and services, and the assistance in applying for construction, etc.

最终招标范围及工作内容以招标文件与设计合同内容为准。

The final bidding scope and work content are subject to the content of the tender documents and design contract.

本项目采用“公开招标”方式，分为资格预审、方案评审、定标阶段，对资格预审入围但未中标的单位设置设计补偿费。

The project adopts the method of “open bidding”, which is divided into Pre-qualification, Scheme Review and Bid-determination stages. Design compensation fee is set for the design teams that are shortlisted in the pre-qualification but fail to win the bid.

1、 资格预审阶段  Pre-qualification 

资格预审阶段，投标申请人需提交企业资信文件和概念设计提案。

In the pre-qualification, the bidders are required to submit corporate credit documents and conceptual design schems.

招标人组建资格审查委员会根据招标文件对投标人资质与项目负责人的资质开展符合性审查。

The tenderer shall form a Pre-qualification Review Jury to carry out conformity examination on the qualifications of the bidder and the project leader according to the tender documents.

将资格预审合格的概念设计方案以暗标形式，交由资格预审专家组进行评审，确定7名投标人，同时确定2名排序投标人作为备选。

The pre-qualified conceptual design scheme will be submitted to the pre-qualification expert group for review in the form of closed voting, and 7 bidders will be determined, and 2 ranked bidders will be selected as alternatives.

2、 方案评审阶段  Scheme Review

评标委员会在资格预审合格投标人提交的方案中，以暗标形式推荐3名不排序投标人进入定标环节，同时确定2名排序投标人作为备选。

In the scheme submitted by prequalified bidders, the Scheme Review Jury recommends 3 bidders who are not ranked to enter the next stage in the form of closed voting, and determines 2 ranked bidders as alternatives.

3、 定标阶段  Deciding the Winning Bidder

定标委员会在评标专家推荐的3名投标人中，确定1名中标人。

The Winner Deciding Jury shall determine 1 winner among the 3 bidders recommended by the Scheme Review Jury.

本次招标控制价暂定为668.09万元，其中可行性研究报告编制费65.09万元，方案及建筑专业初步设计费为603万元。招标采用固定报价投标（不下浮、不竞价）。

The control price of this tender is tentatively set at 6,680,900 RMB , including 650,900 RMB for the preparation of the feasibility study report , and 6,030,000 RMB for the preliminary design of the scheme and architecture . Bidding adopts fixed price bidding (no float down, no bidding).

本项目落标补偿标准为：

Design compensation fee is set as follows:

进入定标环节但未中标的2家单位各补偿30万元，资格预审合格但未进入定标环节的4家单位各补偿15万元。

The 2 finalists that entered Bid-determination Stage but did not win the bid will be compensated 300,000 RMB each, and the 4 design teams that have passed the pre-qualification but did not enter the Bid-determination Stage will be compensated 150,000 RMB each.

投标人必须是独立法人机构或合伙制企业或其他组织机构，如中标人不具备设计建筑行业（建筑工程）甲级资质，该单位应在其中标后自行委托一家国内具有相应设计资质的单位，确保方案和初步设计满足国内、深圳市有关规范、规定和行政审批部门的要求。合同签订前，中标单位应将拟委托单位的企业、拟派团队业绩提交招标人确认后方可进行委托。

Bidders must be independent legal organizations or partnership or other organizations, such as the winning bidder does not have class a qualification of design construction industry (construction), the unit should entrust a domestic to have appropriate after it won the bid design qualification units, to ensure that the plan and the preliminary design to meet the domestic, shenzhen related codes, regulations and the requirements of the administrative examination and approval department. Before signing the contract, the winning bidder shall submit the performance of the enterprise and team to the tenderee for confirmation before entrusting.
