Yulong Area in Luohu District, Shenzhen is about to start, and
pre-registration is now open for outstanding design institutes around the
world, and the official announcement will be released soon. This international consultation
aims at gathering global wisdom and advanced ideas, so as to collect creative
and excellent design schemes for the future development of Yulong area in Luohu
District, Shenzhen.
With the rapid development of the
“20+8” strategic emerging industries and future industrial clusters
in the city, Qingshuihe Headquarters New Town is becoming the core spatial
carrier to lead industrial upgrading and transformation, and innovative
development in Luohu District. It dedicates to become a pilot area for regional
cooperation, economic transformation, industrial innovation, improvement of
people’s livelihood, and ecological civilization.
Currently,
Shenzhen is building a “waste free city” with leading demonstration
standards. Yulong Area is located in the west of Qingshuihe Headquarters New
Town, surrounded by Yinhu Mountain on three sides. Yulong Landfill on the north
side is implementing environmental remediation, and will be integrated with the
development reserve on the south side in the future, becoming the core
expansion and development zone of Qingshuihe Headquarters New Town, that links
the surrounding areas to focus on “scientific research and development,
headquarters economy, innovative application”, and creating a high-quality
headquarters enterprise park integrating production, life and ecology.
In order
to implement the requirements of the city government, the People’s Government
of Luohu District, together with the Planning and Natural Resources Bureau of Shenzhen
Municipality, will conduct the International Consultation on Conceptual
Planning and Urban Design of Yulong Area in Luohu District, to guide the high
starting point planning, high-quality development, and high standard
construction of the Area with an international perspective, advanced concepts
and innovative design.

research and the scope of urban design.
The scope
of planning research extends to Yinhu Mountain in the west, Honggang Park in
the south, Honggang Road & Linping First Road in the north, and Guangshen
Railway in the east, covering an area of approximately 2.8 square kilometers.
The scope
of urban design extends to Yinhu Mountain in the west, Huancang South Road in
the south, Youqi Road in the north, and Qingshuihe Third Road in the east,
covering an area of approximately 44 hectares.
Scopes of International Consultation
With an international
perspective, the consultation will deeply study the characteristics and trends
of the headquarters area construction oriented by ecological environment. Meanwhile,
it will refine the planning concept of the innovation park for emerging
industries in the future, link the main urban area of Qingshuihe Headquarters
New Town, create a unique and attractive paradigm of headquarters, and assist
in the innovation and transformation of Luohu.
To establish
a futuristic, orderly, and flexible overall spatial framework, propose a
futuristic and feasible spatial development blueprint, and provide operable
urban system solutions.
1. This international
consultation adopts the method of global public registration without
qualification requirements.
2. Any team familiar with
China’s national conditions and has the following similar design experience
will be preferred：
a) Having
research ability and experience in solving complex urban traffic problems;
b)
Experience in urban design or architectural design for comprehensive
development of urban infrastructure overlay;
c)
Experience in solving mountain environmental governance, ecological restoration,
and public space design;
d) Experience
in planning and designing advanced industrial parks.
3. The consortium is allowed to
participate in the competition and the number of members of the consortium
shall not exceed three.
4. If a consortium participates
in the competition, its members shall not form a consortium with other institutes
individually or in other names to participate in the registration. Each member
of the consortium shall sign the Consortium
Agreement with legal effect and confirm the lead institute and the division
of work of all parties.
5. The
personnel participating in this consulting activity should be registered
personnel of the design institute, and the chief planning designer should be
the person in charge of multiple planning and design projects of the same type,
and must directly participate in the entire process of this international consultation.
To ensure an accurate understanding of the background and relevant requirements
of this international consultation, at least one member of the project staff
should be fluent in Chinese.

The international consultation is
divided into three working stages: “Registration &
prequalification”, “Scheme design” and “Achievement evaluation”.
Registration
& prequalification stage: The sponsor shall establish a pre-qualification
committee by law. Comprehensively consider the creditworthiness, relevant
performance, team strength, etc. of all institutes, and select 6 shortlisted institutes
in pre-qualification stage (without ranking) and 2 candidate institutes (with
ranking) to enter the scheme design stage.
Scheme design stage: the six
shortlisted institutes complete the schematic design according to the
requirements of the international consultation assignment and submit to the
sponsor.
Achievement evaluation stage: a schematic evaluation
committee will be established by the sponsor to review and rank the schemes.
Rewards will be given to the design institutes correspondingly.
