本项目位于宝安区新桥街道新桥东片区重点城市更新单元内，处于上南大道与长流陂路之间，西侧与恒昌荣高新产业园相邻，东侧靠长流陂水库和望天山。

本项目用地面积42057.11平方米，总建设面积约90000平方米，共48个班，提供2400个学位。项目工程总投资估算额72000万元。（为匡算值，最终以概算批复的数据为准）。根据全市教育设施建设安排，本项目施工工期约2年，需在2024年5月30日基本建成。

本项目将贯彻市委市政府加速建设高中的要求，通过运用先进教学理念和高标准建设要求，把项目建设成一所集生态、绿色、人文、智慧化的特色校园，期待打造成为国内一流、高标准、高水平、具有经典品质的学校。

主要包括项目可研报告编制、方案设计及优化、建筑专业初步设计、施工配合及服务、协助报建等。具体设计范围包括但不限于以上各阶段所涉及的总平面图规划、桩基础、人防、建筑、结构、给排水、电气、通风空调系统、燃气、智能化（含智慧校园）系统、消防系统、BIM、节能、绿色建筑、水土保持、海绵城市、景观工程、室外工程、装修装饰、市政配套、外线电源、室内外标识标牌等项目建设过程中的全部设计工作及项目可行性研究报告编制工作（如中标单位无相应分项资质，需进行专业分包）。 

Major scope of work includes the preparation of project feasibility study report, schematic design, architectural design development, construction cooperation and service, assistance in construction application, and so on. The specific work includes, but is not limited to, all design work and the preparation of project feasibility study report of the following aspects, that is, general planning, pile foundation, civil air defense, architecture, structure, water supply and drainage, electrical, ventilation and air conditioning system, gas, intelligent (including intelligent campus) system, fire protection system, BIM, energy saving, green building, soil and water conservation, sponge city, landscape engineering, outdoor engineering, decoration, municipal facilities, external power supply, indoor and outdoor guide design. If the bid winner is not qualified to part of these service, specialist sub-contractors are required.

注：最终工作内容以招标文件和设计合同为准，招标人有权根据项目的批复情况调整工作内容。

本项目采用公开招标（资格预审）方式，分为三个阶段，第一阶段为资格预审阶段、第二阶段为方案投标阶段、第三阶段为定标阶段。对资格预审入围但未中标的单位设置落标补偿费。

The project adopts open bid (pre-qualification), including Stage 1 Pre-qualification, Stage 2 Design Competition and Stage 3 Final Evaluation. Unshortlisted bidders will be compensated. 

■ 资格预审阶段

投标申请人需提交资格预审申请文件，资格预审申请文件包含公司实力、设计团队实力与业绩经验、概念提案。

All design teams can apply by submitting pre-qualification application documents (company profile, team strength and similar experience, and conceptual proposal).

资格预审合格的概念提案成果，以暗标形式交由资格预审专家组进行评审，最终确定7家入围投标人（无排序）及2家备选投标人（有排序）作为备选。

The qualified anonymous conceptual proposal will be numbered and evaluated with open vote until 7 shortlisted bidders without ranking and 2 alternatives with ranking are selected.

通过资格预审的7家入围投标人应按时提交《投标确认函》。如7家入围投标人中有退出下一阶段方案投标的，则备选投标人依序替补。

The 7 shortlisted bidders should submit Bidding Participation Confirmation in time. If one of the 7 shortlisted bidders quits the bidding of the design competition stage, the alternative bidders shall be replaced in order.

若递交《投标确认函》的投标人因非不可抗力因素中途退出或最终放弃投标，招标人有权在今后拒绝该投标人参加招标人其他任何建设项目的投标。

招标人依法组建方案评标委员会，对7家投标人提交的投标方案进行评审（暗标形式）。方案评标委员会采用记名投票法，推荐3名中标候选人（无排序）进入定标阶段。

■ 定标阶段

定标方式：票决定标法（直接票决定标、且票数过半数）

由招标人依法依规组建定标委员会，并从方案评标委员会推荐的3名中标候选人中确定1名中标人。

The bidder applicant must be an independent legal entity or partnership or other organization.

如中标人不具备国家住房和城乡建设部颁发的建筑行业（建筑工程）甲级资质或以上资质，该中标人应在其中标后自行委托一家国内具有相应设计资质的单位，确保方案和初步设计满足国内、深圳市有关规范、规定和行政审批部门的要求。合同签订前，中标人应将拟委托单位的企业及拟派团队的业绩提交招标人确认后方可进行委托。

If the winning bidder does not possess the Engineering Design Integrated Qualification Class-A, the winning bidder shall entrust a qualified Chinese unit to ensure that the scheme and preliminary design meet the requirements of relevant domestic and Shenzhen norms, regulations and administrative examination and approval departments. Before signing the contract, the winning bidder shall submit the performance of the proposed entrusted enterprise and the team to the tenderee for confirmation.

本项目接受联合体投标，以联合体投标的合作方需符合以下要求：

This project accepts consortium bidding, and the bidding partners in the consortium must meet the following requirements:

1）联合体成员不得超过2名（含牵头单位）。

1) One consortium shall include no more than 2 members (including the leading member).

2）联合体成员不得再单独或以其他名义与其他设计单位组成其他联合体参与报名。

2) Members of the consortium may not register individually or as part of another consortium.

3）联合体合作方需签署具法律效力的《联合体协议》，并明确牵头单位,各个设计阶段中双方的分工划分方式和设计费用的分摊比例、分配方式等。

本项目不接受个人或个人组合的报名。

本项目招标控制价为668.09万元，其中可行性研究报告编制费：65.09万元（参考《国家计委关于印发建设项目前期工作咨询收费暂行规定的通知》（计价格[1999]1283号计算，并下浮10%），方案及建筑专业初步设计费为603万元，招标采用固定报价投标（不下浮、不竞价）。

本项目落标补偿标准为：进入定标环节但未中标的2家单位各补偿30万元，资格预审合格但未进入定标环节的4家单位各补偿15万元。落标补偿费用共计120万元（含支付税额），由招标人支付给未中标人。
